President and CEO
Samuel Rossa is a results-oriented senior executive with over 25 years of experience as a strategic and visionary leader building high-performance teams, innovating successful workforce solutions, and guiding top-tier companies.
Sam’s governance in the areas of Logistics, Information Technology, Engineering, Healthcare, and Workforce Solutions transforms organizations and elevates them to reaching their full potential at optimum pace.
Prior to joining PEOPLEASE, Sam served as Chief Operating Officer/Executive Vice President over Operations and Analytics for one of the country’s largest Professional Employer Organizations (PEO). Among many successful contributions, Sam orchestrated the pull-back of offshore services, and reformed operational streams resulting in lower overall expenses and positive cash flow. In addition, his focus on integrating operations and service delivery produced a retention rate which outperformed previous years.
Improvement, performance, and results are what drive Sam, and where his focus lies as he embraces the ever complex and dynamic environment within transportation and logistics.
Chief Financial Officer
Jerry White is an accomplished senior executive with 30 years of experience in financial management and accounting. He brings to PEOPLEASE a proven record of leading organizations in achieving profitability, cost control and operational improvements within highly challenging environments.
Prior to joining the company, Jerry served as Chief Financial Officer and Chief Operating Officer for Avista Solutions, a nationally recognized leader in web-based loan origination systems. He provided strategic and tactical leadership in the areas of operations, sales, accounting, financial reporting, business development and strategic planning. Previously in his career, Jerry held executive roles at Metavante Banking Solutions, Mitsubishi Power Systems Americas and Coleman Research Corporation. Jerry holds a Bachelor of Science in Accounting and an MBA from Webster University.
Chief Commercial Officer
Paul Citarella is an innovative sales and marketing executive focused on developing scalable, results driven sales strategies. As a graduate of the University of Arizona in Business Administration, Paul has served in leadership roles at several leading Financial Services organizations including Jack Henry, Fiserv and Unisys Corporations. Most recently, Paul was Senior Vice President – Sales & Marketing at FLEETCOR, a global provider of fuel and payment products and services. Under his leadership of the North American sales organization, the company celebrated overall sales growth from $300 million to over $2.2 billion during his ten year tenure.

Senior Vice President of Sales and Customer Development
Joe has more than 30 years of senior management experience in insurance, risk management, employee benefits solutions and team building strategies. A graduate of Bryant University in Rhode Island with a degree in Economics and Finance, Joe has had great personal success as both an individual contributor and regional leader. He was instrumental in building a PEO division as an executive for a firm in New York, and through acquisitions and organic growth, Joe has achieved double digit revenue gains with every firm he has been associated with over the past 15 years.
